Types of Proposals
There are two types of proposals in MultiDAO: public proposals and meta-proposals. During the initial phase of MultiDAO, only public proposals will be allowed. Public proposals are suggestions that do not concern core structural elements, such as the current DAO structure, rules, or treasury. The capability to submit rule proposals will be introduced in version 2 (Committee) of the DAO and will require more rigorous approval requirements.
Who is eligible to submit a proposal?
To submit a proposal, you must be a Multi-Citizen.
A qualified DAO member can submit only one proposal for active consideration at a time.
Proposal Guidelines
These are rough guidelines on what constitutes a valid proposal.
Proposal cannot include inaccurate or misleading information. Proposal must be relevant and apply generally to all DAO members. (no personal appeals or situations affecting a small minority of members).
Proposal must be materially significant to the protocol.
Proposal should have the requested actions clearly outlined, with an accept/reject choice.
Proposal content should not deal with the operational/management/strategic aspects of the Multichain protocol. These are business suggestions and can be made in the suggestions section of the forum.
Proposal should not be substantially similar to a previously rejected proposal unless you can make a strong case that the circumstances have changed.
Proposal should not require specific knowledge that would be difficult for DAO members to make an informed decision on.
Proposal Process
Please be aware that the proposal process outlined below is a work in progress and will be revised by the operations team during the DAO's initial construction. Once the DAO is fully functional, changes to the proposal process will require a vote.
Discussion
Discuss your Idea as an RFC on meta-forum to get feedback from the community.
Type up a proposal and submit it to Dework (requires the Multi Citizen discord role) in the Proposal space. An operations group member will get in touch with you on Discord after verifying it meets the proposal criteria to revise or move to the next step.
Temperature Check (TC)
Operations will create the temperature check post on meta-forum and open a snapshot with a 2-5 day voting time.
For the temperature check to pass, it must have a minimum participation of 0.01% of the total vote power, and a majority vote to pass.
The Quorum for the temperature check is 30,000 snapshot voting power.
Formal Vote (FV)
Incorporate community feedback from the temperature check.
Submit proposal to Dework in the Proposal space for review. Submitting a proposal for a formal vote requires at least 1% of the total vote power. Multiple co-sponsors of the proposal can combine to meet the threshold requirements. List co-sponsors‘ discord IDs to the proposal.
Operations will create the proposal thread and open a snapshot with a 7-10 day voting time.
The Quorum for the Formal Vote is 150,000 snapshot voting power
Note: In case of an emergency, the DAO's governance is empowered to take action. In situations that necessitate rapid action, escalate immediately to administrators.
Emergency Governance Process
The emergency voting process for MultiDAO requires only two rounds: a temperature check (TC) and a formal vote (FV). An emergency situation requires special market conditions or short-term factors impacting the MultiDAO treasury, the security of the Multichain protocol, or legal issues. Issues specifically related to security, legal, or brand impact should be expedited. Some economic incentives, such as partnerships or new market opportunities, may last longer than the following time frames.
The emergency voting process should follow these guidelines:
The TC duration should be between 1-2 days.
The FV duration should be between 2-4 days.
To submit an emergency request for comment (RFC), the minimum MultiDAO role required is Committee. The emergency vote requires a minimum of 10% of eligible votes to pass, and a majority vote is necessary for approval.
Before the committee election, MultiDAO's operations group is eligible to make an emergency proposal.
The abbreviation for the Emergency proposal is EMGC.
